The company, formerly the Emulsive Industry Institute of the Ministry of Chemical Industry, is now affiliated with China's leading global chemical complex, China's China Chemical Holdings Limited (China's State-owned leading backbone company under the supervision of the State Council's National Finance Committee). Founded in 1964, the company was transformed into a science and technology enterprise in 1999, and in 2018 it was injected as a whole into its natural shares. It is now a constituent enterprise of the listed company Xinhua Science and Technology. It covers 385,000 square metres, has a registered capital of $3.19 million and assets totalling $185 million. The company is the National Agency for Research and Development of the Emulsive Industry, the National Plant for the Development and Production of Plants for Emulsive Products, the National Centre for Monitoring and Inspection of the Quality of Dairy Products, the National Laboratory for Quality Control and Technical Evaluation of Industrial (Emulgated) Products, the priority laboratory in the province of Hunan Province, the high-tech enterprise, the Hunan Province Enterprise for the Development of Specialized New Greats and the Hunan Province Enterprise for New Materials. The company ' s two main fields of operation are high-molecular material and special emulsion (rubber) products, mainly in the development, production and detection of latex, specialized protective products, special rubber products, and new materials with high molecular complexes. The company's leading product, weather balloons, received a “single champion product in manufacturing” from the State Ministry of Industry and Communications.
